A Customs House Agent (CHA) is licensed by CBIC to file customs documents on your behalf. For any commercial import/export through Mundra (or any Indian port), customs requires filings via a licensed CHA.
Standard import clearance is typically 24–72 hours from BoE filing. Exports via shipping bill are generally cleared in under 24 hours.
